Fire Department
The Fire Department will fill swimming pools in western York County. The cost is determined on a case by case basis based on the location of the pool to be filled. This service is a fundraiser for the Department and proceeds are used for capital expenditures. Contact
Chief Charlie Love at 803-222-3220 for more information.
You should test your smoke alarm every month. It is also recommended that you change the battery every year. An easy way to remember is to change the battery in the spring when Daylight Savings Time begins.
Fire extinguishers for residential use should be checked at least twice per year. A good practice is to check when daylight savings time begins and ends. Check the pressure, make sure you can get to it and that there is no damage, and give it a good shake. For more information, visit US Fire Administration.
Commercial fire extinguishers should be checked monthly to ensure that unit is in designated location (mounted and on bracket); unit is easy to access; pin is in place and tab is not broken; charge indicator is in full range (green area); there is not indication of physical damage; and inspection is documented (initialize and insert month/year of inspection on the tag).
Municipal Court
You may settle the case made against you in one of three ways:
1) You must appear in court at the appointed time with your SC driver’s license or other identification if indicated in the violation block of the summons.
2) You may post a cash bond to Clover Municipal Court prior to the assigned date of trial. If you decide to mail in your bond rather than paying at the Court office, mail the money order, certified check or cashier’s check directly to PO Box 1060, Clover SC 29710. Be sure to include the ticket number, located on the bottom right hand corner, on your correspondence to the court. The posting of bond before your assigned trial date in no way affects your right to have a fair trial by the Judge or, if you make a written request before your scheduled trial, by jury. However, if you are not required to appear in court and have previously posted bond and do not appear, your bond may be accepted as the fine payment unless the Judge has agreed to have your case heard at another time.
3) You may appear in court on the assigned date and time and have a bench trial conducted by the Trial Judge.
If you fail to post bond or personally appear in court on the assigned trial date, your home state’s Motor Vehicle Division may be notified to suspend your driver’s license until you have cleared this matter with this court. Additionally, a willful failure to appear or post bond is punishable as a separate offense by a fine up to $200.00 or imprisonment of up to 30 days.
For more information on the bond amount of your citation, contact the Clover Municipal Court at (803) 222-4084.
Look at the ticket and locate the name of the trial court, which is written in red capital letters. If the trial court says “114 Bethel Street”, you are to appear before the Clover Municipal Court. Contact the Clover Municipal Court at (803) 222-4084.
If the trial court says “Sexton, 201 South Main St”, you are to appear in Clover/Bethel Township Magistrate's Court. Contact the Magistrate's Court at (803) 675-6040. You may pay Magistrate's Court tickets on-line at http://judicial.yorkcountygov.com/onlinepayments/.
You have received your jury summons, which states that you have been selected by law to act as an officer of this court by serving as a juror. As citizens of South Carolina, and of the United States, each of us has an obligation to make a contribution to the American system of justice. You are now being called upon to participate in one of the cornerstones of the judicial process, a trial by jury. The mandate of justice for all can only be achieved through the combined efforts of judges, lawyers and citizens serving as jurors. Your role as juror, as the "judge" of facts, will require you to carry out your duties attentively, intelligently and fairly. Remember, your vote as a juror is usually final.
All jurors are required to appear on the Trial date, at a designated time. Jurors are selected at that time for the trial on that day.
If you have received a summons to appear for jury duty on a specific day, please mail the enclosed copy back with your signature and contact information within two days. If you do not hear from the Court prior to the Court date, you are expected to appear.
If you are not able to participate in jury duty, please mail the enclosed copy back with supporting documentation (i.e., doctor note, airline reservations, etc.) stating you wish to be excused and the reason for your request. You will be notified by the Court if your request to be excused has been accepted. If you do not hear from the Court about being excused, you are expected to appear for jury duty.

Water/Sewer Department
Your water bill includes four charges:
- Water - based on metered consumption
- Sewer - based on water usage
- Sanitation & Landfill - a total of $16 for garbage, recycling and yard waste service
- SCDHEC Fee - required by the state
If your water bill is abnormally high:
- Check for dripping faucets inside and outside - a drip in your sink or outdoor hose can cause 3,000 gallons of usage in a single month
- Check for water around your water heater
- Check your toilet to make sure it's working properly - a leaky toilet can use over 1,000 gallons in a single day. The Town provides free dye tabs you can put in your tank to help detect a leak; if the dye leaks from the tank into the toilet bowl, you have a leak.
- Check around and under your home for standing water - a sign that an underground pipe may be broken.
