Parkside at Bethel Apartment Project

Construction work continues on the apartment project on Bethel Street, across from the Clover Community Center. Parkside at Bethel will include 42 units and a clubhouse.

One-, two-, and three-bedroom units will be available for lease from qualified tenants.  The developers are not currently taking applications; they plan to begin taking applications around January 2018 at a location and at times to be determined.  Construction is estimated to be complete in April 2018. 

Parkside at Bethel is an affordable housing project that is sponsored in part by the Low Income Housing Tax Credit program.  However, the units will not be government subsidized.  In order to lease one of the units, applicants will need to prove an income source equal to 2x the monthly rent and pass a criminal and credit background check.

The property will be income restricted to households earning below 50% and 60% of Area Median Income.  Parkside at Bethel must lease 11 units to 50% residents and 31 units to 60% residents.  To qualify, a person must meet the 2017 Income and Rent Limits guidelines (shown below). 

1 Bedroom (max 2 people)

50% Unit - $28,300 (maximum income)

60% Unit - $33,960 (maximum income)


2 Bedroom (max 4 people)

50% Unit - $35,350 (maximum income)

60% Unit - $42,420 (maximum income)


3 Bedroom (max 6 people)

50% Unit - $41,050 (maximum income)

60% Unit - $49,260 (maximum income)


- For a 1 bedroom apartment with 1 tenant living there, the most income the household can make is $24,750 for a 50% unit and $29,700 for a 60% unit.  

- For a 2 bedroom apartment with 3 tenants, the most the household can make is $31,850 for 50% unit and $38,220 for a 60% unit.

According to Parkside at Bethel developers, a person who is renting one of these units can make less than the amounts listed above and, in their experience with other affordable housing projects, in almost all cases tenants do make less.  However, the tenant will still need to pass the application process, which requires an income of at least 2x the monthly rent.  The maximum monthly rent that can be charged is shown below; the actual rent that will be charged is not known by the Town at this time.

This project is being built on property that is zoned B-2 Highway Commercial.  Multi-family residential is an allowed use provided that all the conditions set forth in the Town's Zoning and Land Development Ordinance are met.  This project was approved by the Planning Commission following a review of the permit application.
