COVID-19 and Town Operations

In an effort to protect the safety of our citizens and our staff, the Town of Clover has implemented changes that will change how business is conducted.

- Effective Monday, March 23, 2020, the curbside recycling program will be suspended until further notice. Please place the articles into your Rollout bin. When York County reopens their processing facility, the Town will resume the curbside collection program  Otherwise, at this time, services are being offered on the normal schedule.

- The following Town of Clover buildings are now CLOSED to the public: Town Hall, Public Works, Fire Department, Development Services, and Clover Community Center (including Gallery 120).  The drive thru window at Town Hall is also CLOSED except for select services such as applications and permits.  The Police Department lobby is open for police business only. Staff is still working and ready to help you with any Town business; only the buildings are closed. 

- Water cut offs have been suspended for March and April.  The Town will NOT disconnect water service for non-payment for bills that were due on March 15 and also those that will be due on April 15, 2020.  Also, the Town will not apply the $30 disconnect fee if accounts are not paid during these two months.  LATE FEES WILL STILL APPLY ON OUTSTANDING BALANCES.  Customers are encouraged to pay what they can on their water bills so as to prevent a really high bill in May.

- Youth recreation programs for spring 2020 have been suspended.  Clover Parks and Recreation will keep in communication with all registered participants about possible summer activities.  All park playgrounds are closed and bathrooms will only be open from 6am-6pm, Monday-Friday.

- The Clover Municipal Court has limited public access only to Defendants.  Please pay on-line if you have made a payment arrangement or simply want to pay the fine.  

The Town has a number of ways to continue doing business while also limiting exposure:

- Pay your water bill on-line, by telephone, at the drive-thru window (suspended as of April 6th) or in the drop box.  If you have a question about your bill, please call Town Hall at 803-222-9495.  Make Online Payment Now

- Until further notice, customers may set up a New Water Account or Transfer an Account without having to come into Town Hall.  Download and complete the necessary forms:  
Use the Town's drive thru window to drop off the forms and payment along with showing Picture ID and Social Security Card.

- Download and complete Zoning Permits, Building Permits and Business Licenses forms prior to coming to Town Hall.  Use the drive thru window and drop box for transactions.  Call Codes Clerk Tori McKelligett at 803-222-9495 or Residential Building Inspector William Vaughn at 803-222-5158 with questions.  Click HERE for links to these forms.

- Dog Registration deadline has been extended until May 15.  Use the drive thru window and drop box for transactions.  Complete the Dog Rabies Tag Form to provide us information about your tag renewal.  Contact Tori McKelligett for more information and assistance.

Beginning on May 22, 2020, and for the next four Friday's, there will be a FREE COVID-19 testing site in the City of York at Clinton Chapel AME Zion Church located at 302 California Street, York.
