COVID-19 and Town Operations

In an effort to protect the safety of our citizens and our staff, the Town of Clover has implemented changes that will change how business is conducted.

- The Clover Town Hall is open to the public under the following conditions:  
  • Only 2 persons are allowed in the lobby at any time.  
  • Persons coming in to Town Hall are required to sign-in and are encouraged to use hand sanitizer and wear a mask.  
The Clover Community Center and Gallery 120 are open to the public Monday-Friday, 8am-5pm, under the following conditions:
  • Only 2 persons are allowed in the Recreation Department lobby at any time. 
  • Persons entering the Clover Community Center are required to sign-in and are encouraged to use hand sanitizer and wear a mask.
The Police Department lobby is open for police business only.  Other Town buildings including Public Works, Fire Department, and Development Services are open by appointment only.  

- Curbside Recycling, which has been suspended since March 23, 2020, due to the closure of York County's Material Recovery Facility ("MRF"), resumed on Monday, July 20, 2020.

- Water cut offs were suspended for March, April and May 2020.  The Town did not disconnect water service for non-payment for bills that were due during these months nor was the $30 disconnect fee applied.  Late fees were applied to all past due balances.  Customers with outstanding balances as of June 22 are subject to disconnection and the disconnect fee.  Contact Jessica Knight at 803-222-9495 for payment arrangement assistance.

- Parks and Recreation
  • Registration for the Fall 2020 youth athletics began on Monday, July 6, 2020.  
  • All parks are open and bathrooms at Clover Community and Roosevelt Park will be closed on the weekends.
  • The Splash Pad at New Centre Park is open.  Hours of operation are Mondays-Saturdays, 10am-Noon, 1pm-3pm and 4pm-6pm, and on Sundays from 1pm-3pm and 4pm-6pm. 
  • Clover Parks and Recreation recommends adults bring their own disinfecting wipes to disinfect hand-hold surfaces prior to play on playgrounds and at the splash pad. Social distancing is encouraged at all Town of Clover parks, facilities and amenities. Visitors to the Splash pad and park playgrounds are expected to be courteous and respectful of others at all times.

- The Clover Municipal Court has limited public access only to Defendants.  Please pay on-line if you have made a payment arrangement or simply want to pay the fine.  Court will resume on Monday, August 3, 2020.  Protocols have been implemented to ensure the safety of Town staff and defendants including:
  • Limit of 5 persons in the court room plus up to 5 court officials (judge, clerk, police officers)
  • Only police officers, defendants and attorneys, parent/guardian of juveniles, essential witnesses, and Victim's Advocate and victims will be allowed in the court room
  • Temperatures will be taken.  Persons with a fever will not be allowed.
  • Face masks and social distancing are required.  Hand sanitizer is available.

The Town has a number of ways to continue doing business while also limiting exposure:

- Pay your water bill on-line, by telephone, at the drive-thru window or in the drop box.  If you have a question about your bill, please call Town Hall at 803-222-9495.  Make Online Payment Now

- New customers may come in to Town Hall or use the Drive Thru Window to set up a New Water Account or Transfer an Account.  Download and complete the necessary forms:  
Use the Town's drive thru window to drop off the forms and payment along with showing Picture ID and Social Security Card.

- Download and complete Zoning Permits, Building Permits and Business License forms prior to coming to Town Hall.  Customers may come in to Town Hall or use the drive thru window and drop box for transactions.  Call Codes Clerk Tori McKelligett at 803-222-9495 or Residential Building Inspector William Vaughn at 803-222-5158 with questions.  Click HERE for links to these forms.

- Dog Registration deadline was extended until May 15.  The registration fee is now $14/dog.  Customers may come in to Town Hall or use the drive thru window and drop box for transactions.  Complete the Dog Rabies Tag Form to provide us information about your tag renewal.  Contact Tori McKelligett for more information and assistance.
