Public Hearing Notice FY21-22 Budget

The Clover Town Council will hold a Public Hearing on Monday, June 14, 2021, at 6:30 PM at the Clover Community Center, 120 Bethel Street, on Ordinance 21-10 adopting the proposed 2021-2022 fiscal year budget.
The public is invited to attend the Public Hearing to provide input.  

Budget Highlights include:
  • The Property Tax operating millage to increase by 4 mills - from 121 to 125 mills.  The increase equals $16  per year on a $100,000 home.  The 4 mill increase is expected to generate $95,000 in revenue.  The average home valued at $140,700 will pay $720.38 in Town of Clover taxes which is approximately $22.51 more than the prior year. The Capital Property Tax Millage will decrease from 4 to 3.  The net millage increase is 3 mills.
  • A 5% increase to the volumetric rates is planned to go into effect in July 2021.  Two Rivers increased rates in 2020 and will increase rates again in 2021.
  • Expenses include increases in retirement system contributions (~$40,000 increase) and health insurance (13% increase)
  • Several technology related upgrades are planned including building and zoning permit software for Development Services and training software for the Police Department.  
  • Capital projects include playground equipment at New Centre Park, parking improvements at Roosevelt Park and at the lot off Guinn Street as well as building improvements to the old Rescue Squad building.
  • Other facility improvements include renovations to the Larne Building and lobby improvements at the Police Department.


The Town Council plans to hold first reading of the budget at a Special Meeting on Tuesday, June 1, 2021, at 6:00pm at the Clover Community Center.  Second (and final) reading of the budget is planned for June 14, 2021.
